On July 11, 2025, Punjab Chief Minister Bhagwant Mann took aim at Prime Minister Narendra Modi's foreign visits during a state assembly session. Mann ridiculed Modi’s decision to make an impromptu stop in Pakistan in 2015 joking that the prime minister seemed to land “just anywhere” and simply “had biryani and came back.” Mann pointed out that ordinary citizens cannot visit Pakistan, yet Modi could land there at will.
In response to the Ministry of External Affairs describing his comments as “irresponsible and regrettable,” Mann defended himself, asserting his democratic right to ask questions about government decisions. He stressed that public transparency on foreign policy matters is crucial.
Mann also drew attention to domestic issues, questioning why Modi could halt an international conflict but not address pressing regional concerns such as Punjab - Haryana water disputes. His remarks sparked political tension between state and central leadership, highlighting divisions over accountability and the purpose of diplomatic outreach.
