Ladakh’s game-changer policy: 85% govt jobs now reserved for locals

In a significant move to address long-standing demands from Ladakh’s residents, the Government of India has introduced new domicile and reservation policies aimed at safeguarding the region's cultural identity and ensuring equitable opportunities for its people.

85% Job Reservation for Locals: The new regulations reserve 85% of government jobs in Ladakh for local residents. To qualify as a domicile, individuals must have either resided in Ladakh for at least 15 years or studied in the region for a minimum of seven years, including appearing for Class 10 or 12 examinations from a local institution. Additionally, children of central government employees and officers of public sector undertakings who have served in Ladakh for at least 10 years are also eligible for domicile status.

One-Third Reservation for Women in Hill Councils: The Ladakh Autonomous Hill Development Councils Act has been amended to reserve one-third of the seats in both Leh and Kargil councils for women. These reserved seats will rotate among constituencies based on a serial order, promoting gender representation in local governance. 

Cultural and Linguistic Recognition: The Ladakh Official Languages Regulation, 2025, recognizes English, Hindi, Urdu, Bhoti, and Purgi as official languages of Ladakh. It also mandates institutional support for the promotion of Shina, Brokskat, Balti, and Ladakhi, aiming to preserve the region's linguistic and cultural diversity. 

These policy changes come after prolonged agitation and negotiations, reflecting the government's response to the concerns of Ladakh’s civil society.
