In a bold move toward tech-led growth, Kerala Chief Minister Pinarayi Vijayan announced that the state will target 5 lakh high-value jobs in the IT sector by 2031. Alongside, the state aims to capture around 10 % of India’s IT market share, expand Global Capability Centres (GCCs) to 120 units and attract significant startup investments.
The plan involves multiple strategic thrusts: expanding IT infrastructure across the state—including new data-centres, cloud zones and satellite IT parks—promoting private investment via land-pooling models (given Kerala’s land constraints) and emphasising sustainable construction and energy use. Skill-building is a central pillar: the government intends to train up to 10 lakh youth in AI and related emerging tech, while startups will be supported through incubation, early-stage funding and a target of 20,000 new startup units.
To drive the transformation, Kerala is launching missions such as the Kerala Artificial Intelligence Mission, the Kerala Semiconductor Mission and the Kerala Future Tech Mission. These aim to position the state as a hub for next-generation innovation while aligning with national and global tech trends.
