On August 6, 2025, Prime Minister Narendra Modi formally inaugurated Kartavya Bhavan‑03, the first in a planned series of ten Common Central Secretariat (CCS) buildings along Kartavya Path in New Delhi—part of the Central Vista redevelopment initiative.
Spanning approximately 1.5 lakh square metres across seven above-ground floors and two basements, this facility will house pivotal ministries including Home Affairs, External Affairs, Rural Development, MSME, DoPT (Personnel), Petroleum & Natural Gas, along with the Principal Scientific Adviser’s office.
Built with sustainability at its core, the state-of-the-art building aims for GRIHA 4-star certification, optimizing energy use through double-glazed facades, occupancy-sensor LED lighting, and heat‑recovering HVAC systems. Its rooftop solar (366 kWp) will generate over 5.3 lakh units annually, complemented by solar water heating and electric vehicle charging stations. Water conservation follows a zero‑discharge model with rainwater harvesting and wastewater recycling. Solid waste is processed onsite into manure.
Following the inauguration, the Prime Minister addressed the public on Kartavya Path. Security preparations included traffic restrictions from 5 PM to 9 PM, urging commuters to favor public transport during the high-profile event.
Kartavya Bhavan‑03 signifies India’s move toward centralized, efficient, and sustainable governance, marking the start of a new architectural era for its bureaucracy.
