India’s diversity extends not only to its culture and people but also to its governance. While most states function with a single capital, a few have chosen to establish two capitals to ensure regional balance, administrative convenience, and equitable development.
Maharashtra, for instance, has Mumbai as its primary capital but holds its winter legislature session in Nagpur to recognize the Vidarbha region’s importance. Similarly, Karnataka designates Bengaluru as its administrative capital and Belagavi as the second legislative capital to give prominence to North Karnataka. Andhra Pradesh has taken a unique approach by splitting its functions across three cities: Visakhapatnam (executive), Amaravati (legislative), and Kurnool (judicial), though the plan is still under debate.
These arrangements reflect how states adapt to political, cultural, and regional needs, ensuring no area feels sidelined. Having two (or more) capitals is thus not just symbolic - it is a way to create inclusivity and shared development across regions.
