The Trump administration has placed India, China, Pakistan, and Afghanistan on its 2026 “Major’s List” of countries identified as major drug transit or illicit drug-producing nations. The designation, submitted to Congress, includes 23 countries such as Mexico, Colombia, and Myanmar. According to the U.S. State Department, the list is compiled annually to spotlight nations central to global narcotics supply chains, either as producers or as transit hubs for illicit drugs and precursor chemicals entering the United States .
The report notes that China remains the largest source of fentanyl precursors, while Afghanistan continues to see drug production despite Taliban bans. India, though listed, is not among countries deemed to have “failed demonstrably” in meeting counternarcotics obligations . Nations judged to have failed, including Afghanistan, Bolivia, and Venezuela, risk cuts to U.S. assistance. Officials stressed the global drug trade’s link to America’s rising overdose deaths, particularly from synthetic opioids.
