Indira Gandhi once offered to share nuclear technology with Pakistan, reveals Wikileaks

According to US Embassy cables released by Wikileaks in 2013, Indira Gandhi reportedly offered to share India's nuclear technology with Pakistan shortly after the 1974 Smiling Buddha test.
The offer was made in a letter to then Pakistani Prime Minister Zulfikar Ali Bhutto, where Gandhi emphasized the peaceful and economic objectives of India's nuclear program.
She also dismissed concerns over radioactive fallout, stating the wind wasn't blowing towards Pakistan during the test. The proposal came just a few years after the 1971 Bangladesh war, which had heightened regional tensions.
Despite returning 93,000 Pakistani prisoners of war, many considered India's move diplomatically weak. Gandhi's offer to share nuclear technology was seen by some as a peace gesture, though it was ultimately rejected by Bhutto.
The move, however, did little to ease global concerns. India faced sanctions and the formation of the Nuclear Suppliers Group aimed at restricting nuclear advancement outside the NPT.
Pakistan conducted its first nuclear test in 1998, weeks after India’s second round of tests. The Wikileaks revelation has reignited debate on whether Gandhi's offer was visionary or misguided.
