The Home-Based Workers Bill is an important step towards recognising a large but often ignored workforce in India. It focuses on people working from home in the informal sector, including activities like stitching, handicrafts, packaging, and small-scale production.
One of the biggest issues these workers face is the lack of legal recognition. Since they are not officially classified as workers, they are excluded from labour laws, minimum wages, and social security benefits. This bill aims to change that by giving them a formal identity as home-based workers.
The bill also proposes a mandatory registration system, which will help the government identify and support these workers through targeted policies. It places responsibility on employers and contractors to ensure fair wages, timely payments, and protection from exploitation.
Another key focus is providing access to healthcare, insurance, and skill development programs, which can improve both livelihood and working conditions. As a majority of home-based workers are women, the bill also promotes women’s economic empowerment.
Overall, the bill aims to bring these invisible workers into the formal economy, ensuring dignity, financial security, and legal protection.
